Bill Overview

Analyzed Economic Effects

4 provisions identified: 0 benefits, 2 costs, 2 mixed.

Donation limit of $50,000 per person

If enacted, one person could give no more than $50,000 in total to a single Inaugural Committee. Starting in 2032, the limit would update each Presidential election year by a government index and round to the nearest $1,000. This would apply to inaugurations held in 2029 or later.

No corporate, foreign, or straw donations

If enacted, Inaugural Committees would be barred from taking money from companies and other groups, and from foreign nationals. It would ban donations in another person's name and stop using donations for personal expenses. The bill would define what counts as a donation (money, loans, things of value, and paid staff time) and exclude unpaid volunteer time. Unused funds could be given to a 501(c)(3) charity. These rules would apply to inaugurations held in 2029 or later.

Inaugural committees must meet new rules

If enacted, a group would be recognized as the official Inaugural Committee only if it agrees to and meets the new section 325 rules. This would apply starting with inaugurations in 2029.

24 hour and final donation reports

If enacted, any donation of $1,000 or more would have to be reported within 24 hours with the amount, date, and donor’s name and address. A final report would be due within 90 days after the inaugural. It would list donors who gave $200 or more and itemize disbursements over $200 with names, dates, amounts, and purpose. This would apply to inaugurations held in 2029 or later.
