Easier access to ATF gun trace data
The bill would remove old limits on sharing ATF gun trace data set in past funding laws. It would strike or change the “sixth proviso” language from 2005, 2006, 2008, 2009, 2010, and 2012 acts. If enacted, this could expand access for researchers and law enforcement. The changes would take effect upon enactment.
Federal research program on gun violence
If enacted, the government would set up a National Gun Violence Research Program at the White House science office. Covered agencies would include NSF, NIST, CDC, NIH, and NIJ. Others could be added. Agencies could award grants, run joint projects, create research centers, and train students and scholars. They would also promote voluntary consensus standards for gun safety technology. An interagency working group would start within 90 days and issue a plan within 12 months, then every five years. An advisory committee with at least 12 members would start within 180 days. The bill would authorize $200,000 per year for FY 2026–2031 to run the program. It would also clarify that HHS funds may support research on gun violence.
