Allow transfer of seized Iranian arms to partners

If enacted, the President could treat weapons seized while en route from Iran to the Houthis as U.S. stock. The President could then draw down and give those seized items to foreign partners, in addition to amounts allowed under current law. Within 180 days and each year after, the President would need to report to Congress on uses and inventories of these items. No new funding is specified, and this would take effect upon enactment.
