Six years of funding for resilience grants

Congress would authorize $250 million each year for 2026–2031 for the Secretary to run the grant program. It would also authorize $2 million each year for 2026–2028 for NIST standards work. This money would fund the grants and related oversight and guidance.

Home resilience grants for at-risk owners

Within 180 days, the Secretary would set up grants to help owners harden homes and land against climate risks. Eligible owners would include low-income owners (up to 300% of poverty, or higher if approved), owners with at least 5 years left on affordability rules, owners of buildings where over 50% of units are subsidized, and owners of manufactured home communities. Grants would only go to properties in areas with higher climate-driven hazards and could include work to maintain accessibility for people with disabilities. Program participants would have to accept both smartphone/online and paper applications. Some multifamily awards could require the owner to help pay for the project.

Rent and return protections for tenants

If a grant-funded project in a multifamily building displaces you, you could choose a suitable replacement home in your community or a safer one, at similar cost and terms. You would have the right to return to your unit or a comparable unit after the work is done. Owners could not raise rent because of the improvements and could not raise rent for at least 2 years, unless a prior agreement already allowed it.

Standards and audits for this program

Within 180 days, the Secretary would issue rules with HUD, HHS, EPA, FEMA, and others to run the program. The rules would set audits, annual reports, and public performance targets with yearly spending thresholds. Within one year, NIST would publish resilience standards that consider material costs, fair labor, local climate risks, prior weatherization work, and natural solutions.
