Show full summary
- Institutionalized individuals would see the PNA rise from $30 to $60 per month, giving each resident an extra $30 a month for non-maintenance expenses.
- Institutionalized couples would see the PNA rise from $60 to $120 per month, increasing their combined non-maintenance income by $60 monthly.
- The bill would tie future PNA increases to any percentage increases in Social Security Title II benefits that take effect after November 2025, so PNA amounts rise by the same percentage as those SSA changes.
- The text only changes the PNA amounts and indexing and does not create new funding mechanisms or other program changes.

More personal needs money for Medicaid residents
If enacted, people in Medicaid-paid facilities would keep more personal spending money each month. The personal needs allowance (PNA) would rise to $60 for one person and $120 for a couple starting January 1, 2026. When Social Security benefits get a cost-of-living increase after November 2025, these PNA amounts would go up by the same percent. The same percent would apply to the PNA amount in effect the month before the Social Security increase. For one person, that is $30 more each month ($360 a year) at the 2026 level.
