Grants for non-police mental health responders

If enacted, the Department of Health and Human Services would run competitive grants to build mental health crisis response that does not rely mainly on police. Funding would be authorized as needed for fiscal years 2026 through 2030. Local or Tribal governments, regional EMS or fire departments, certified community behavioral health clinics, and nonprofits with local partners could apply. Grants could fund recruiting and training clinicians and paramedics; co-response teams in 911 or 988; mobile crisis teams; community outreach; and, where state law allows, protocols for EMS to take custody from police for transport. The department would prioritize areas without such programs or with limited capacity, require annual outcome reports, and would not force states to change emergency detention or transport laws.
