Summary
This bill would lock in and protect the Office of Head Start’s pre-2025 organizational structure and staffing. It would restore a central Office of Head Start and a network of 12 regional offices and set staffing floors based on levels in place immediately before January 20, 2025.

Protect Head Start offices and staff
If enacted, this bill would restore the Office of Head Start as it was before January 20, 2025. It would keep a central office and 12 regional offices: Regions I–X in the ACF regions, Region XI for American Indian and Alaska Native grants, and Region XII for Migrant and Seasonal grants. Staffing could not drop below the full-time levels in place before January 20, 2025; these limits would apply subject to available funds. HHS would not be able to restructure the Office or cut staff, and must give 60 days’ notice before sending any plan to do so to the President. The plan would go to the House Education and Workforce and Senate HELP Committees and be made public with a justification and how affected Head Start agencies would be supported.
