It would also require that at least 50% of any increase in a plan’s blended benchmark tied to that floor go to basic Medicare Advantage benefits starting in 2026.
- Seniors and Medicare Advantage enrollees: Beneficiaries in low-penetration areas would see more of any benchmark increase flow into core benefits rather than extras or admin costs.
- Medicare Advantage plans and insurers: Plans in areas where the geographic adjustment would otherwise be low would get higher base-payment calculations when the floor applies.
- Communities with low MA penetration: Creates a policy push for geographic equity by raising minimum adjustments for benchmarks beginning in 2026.
- CMS and regulators: The Secretary may define the "average geographic adjustment" by instruction, giving CMS discretion over how the floor is calculated and applied.
