Safe Hydration is an American Right in Energy Development Act of 2025
Sponsored By: Representative Rep. Schakowsky, Janice D. [D-IL-9]
Introduced
Summary
Mandatory site-level testing and public reporting of underground drinking water near hydraulic fracturing sites. The bill would bar underground injection tied to hydraulic fracturing unless operators complete certified water testing, follow site-specific sampling rules, and report results to the EPA.

Fracking must test nearby drinking water
If enacted, fracking operators could not inject fluids unless they agree to test and report nearby drinking water. They would have to test all accessible sources within one-half mile; if none are accessible, test the nearest source within one mile. "Accessible" means a source the operator can reasonably reach; if no accessible source exists within one mile, the testing rule would not apply. New sites would be tested before first injection, at least every 6 months during injection, and yearly for 5 years after stopping. Previously inactive sites would be tested before restart, every 6 months during operation, and yearly for 5 years after; sites injecting at enactment would be tested every 6 months until they stop, then yearly for 5 years. Tests would use EPA-certified labs, include contaminants the EPA selects, and results would be sent to EPA within 2 weeks.
Public search of fracking water tests
If enacted, EPA would post test results from required fracking water tests in a public online database. The site would include reported results and be searchable by ZIP Code. Households could look up nearby sites and see recent testing data.
