Summary
Would give first-time homebuyers a discount on FHA mortgage insurance if they complete approved housing counseling before signing their mortgage application or sales contract. The bill would lower the FHA single-family mortgage insurance premium by 0.25 percentage points from the standard premium the Secretary sets and replaces prior language that referenced a 2.75 percent cap. The discount applies only when counseling finishes before signing and is written as a premium reduction rather than a separate subsidy.
