- Seniors and people with disabilities who receive Social Security retirement or disability benefits, Railroad Retirement annuities, or Civil Service Retirement annuities would get an extra $200 per month for each month they are entitled to the underlying benefit during Jan–Jun 2026. Only one $200 payment may be made to an individual each month even if they receive multiple covered benefits.
- Supplemental Security Income recipients and veterans (and certain survivors, children, or parents who receive disability compensation or a pension) would qualify for the same $200 monthly payment for eligible months. Those payments would be excluded from federal income tax and disregarded for federal benefit and federally assisted program eligibility.
- Agencies must identify and certify eligible recipients and may deliver payments electronically as soon as practicable but no later than 30 days after enactment. The bill would provide administrative funding for fiscal year 2026: Social Security Administration $83.0 million, Treasury $11.0 million for admin plus funds for payments, Railroad Retirement Board $1.1 million, Department of Veterans Affairs $3.0 million and $5.0 million for two accounts, and Office of Personnel Management $10.0 million.

Funding to run relief payments
If enacted, the bill would appropriate funds from the Treasury for fiscal year 2026 to make the $200 payments and to cover agency costs. Treasury would get such sums as may be necessary to pay certified individuals and $11,000,000 for administrative costs. The Social Security Administration would get $83,000,000; the Railroad Retirement Board $1,100,000; the Department of Veterans Affairs $3,000,000 (Information Systems Technology) and $5,000,000 (General Operating); and the Office of Personnel Management $10,000,000 for administration.
Emergency $200 payments for beneficiaries
This bill would authorize a $200 monthly payment to eligible people for each month from January 1, 2026 through June 30, 2026. Eligibility would include people who get Social Security retirement or disability (Title II), certain SSI cash payments, Railroad Retirement annuities, specified VA compensation or pensions, and some civil service annuities. You would get only one $200 payment per month even if you get more than one covered benefit, and payments sent to representative payees must be used for the person's benefit. Payments would be non-taxable, would not count for federal or federally-assisted benefit tests, would be protected from assignment and most offsets, would start no later than 30 days after enactment, and no payments may be disbursed after July 1, 2026.
