New diversity office and grants
This bill would create a Diversity and Inclusion Administrator in the Department of Labor to boost apprenticeship diversity. The Administrator would run a competitive grant program for eligible registered entities. Congress would authorize $2 million for FY2026, $3 million for FY2027, $4 million for FY2028, and $5 million for FY2029. Grant funds would be used for outreach, mentoring, recruitment, partnerships, evaluation, and supportive services. The bill would define eligible applicants and key terms and would take effect on April 22, 2026.
Sponsors must plan to recruit African Americans
If enacted, organizations applying to register or renew an apprenticeship would have to include a plan to increase African American participation. The Office of Apprenticeship would implement this requirement through the Diversity and Inclusion Administrator. This creates a new application duty for sponsors while aiming to expand access for African American individuals.
