New tobacco product tracking labels
This bill would require the Secretary to establish or require labels or codes on tobacco products so they can be tracked through the distribution system. It would convert the Secretary's current "may" authority into a mandatory "shall" obligation. The Secretary would have to begin this action not later than June 1, 2026. Tobacco manufacturers, packagers, distributors, and retailers would likely face new costs to change packaging and tracking systems, while regulators and law enforcement could get better tools to fight illicit tobacco sales; the bill text does not specify technical standards, penalties, or funding.
