Blocks federal funding for Venezuelan oil infrastructure. This bill would bar U.S. funds from financing, insuring, contracting for, or otherwise supporting the development, maintenance, or expansion of oil or petroleum projects in Venezuela.

- Federal departments and agencies would be banned from using appropriated funds or any U.S.-controlled account to build, modernize, repair, purchase property for, insure, guarantee, subsidize, or pay for oil or gas infrastructure in Venezuela.
- U.S. officers and employees would be prohibited from advocating, promoting, or supporting Venezuela's oil projects at international financial institutions, multilateral organizations, or diplomatic forums.
- The Secretary of State would have to report to six congressional committees within 180 days and then annually, describing any related expenditures or activities and certifying compliance. An exception allows expenditures only if Congress explicitly authorizes them after enactment.

Ban on U.S. funding for Venezuela oil
This bill would prohibit U.S. federal funds from financing, subsidizing, insuring, guaranteeing, contracting for, or otherwise supporting oil infrastructure or the petroleum sector in Venezuela. The ban would apply to funds for any U.S. department or agency, any account owned or controlled by the United States, or any person acting on the United States' behalf. It would bar building, modernizing, repairing, or buying oil and gas facilities or related real property; insurance costs, loan guarantees, tax incentives, royalty relief, and payments to people or companies; and U.S. officials' promotion or advocacy of Venezuelan oil projects, including at international financial institutions or forums. The prohibition would not apply to spending later explicitly approved by an Act of Congress. The Secretary of State would need to report to key congressional committees within 180 days of enactment and every year about related expenditures and to certify compliance.
