Public transparency for immigration enforcement flights. This bill narrows FAA privacy protections for aircraft used by or under contract with DHS for detention, deportation, or transporting people in DHS custody and requires DHS to publish detailed flight and detainee data.

Public reporting of immigration flights
If enacted, the Secretary of Homeland Security would have to publish flight data within 72 hours after each DHS or Coast Guard flight used for detention, deportation, or transport of people in DHS custody. The data would include departure and arrival dates and times, ICAO airport codes with mission labels, aircraft registration and ICAO identification codes, and how many detainees boarded and deplaned at each location. It would also include detainee nationality, sex, age group (0-10; 11-17; 18-50; 51+), family composition (single adult, unaccompanied child, or family unit), and the type and quantity of restraints used.
New privacy limits for private planes
If enacted, private aircraft owners and operators would not be eligible to withhold flight information under FAA privacy rules for certain immigration flights. This would apply when the flight is operated by, contracted by, or on behalf of ICE or CBP. It would apply when the flight is used for detention, deportation, or transport of people in DHS custody under the immigration laws. It would apply only when the operation receives federal funding or other financial assistance. The change would take effect upon enactment.
