Full Cost of War Act
Sponsored By: Representative Rep. Deluzio, Christopher R. [D-PA-17]
Introduced
Summary
Ensures VA costs from future wars are funded up front. This bill would require that any authorization for the use of military force or declaration of war include an authorization of appropriations for the Department of Veterans Affairs to cover medical care, disability compensation, and other earned benefits resulting from the authorized activity. The Secretary of Defense and the Secretary of Veterans Affairs would jointly determine the amount needed for each authorized action.
Show full summary
- Veterans and their families: Benefits such as medical care and disability compensation would be authorized alongside the military action so funding is tied to the specific activity that creates the need.
- Department leaders: The Defense and Veterans Affairs secretaries would jointly set the sums required for VA care and benefits for each authorized action.
- Congress and budgeting: Future force authorizations would need to include VA appropriations for the resulting benefits instead of leaving those costs to later, separate VA funding bills.

Veterans Affairs funding for future wars
If enacted, this bill would require any new authorization for the use of military force or declaration of war enacted after this law's enactment to include an authorization of appropriations for the Department of Veterans Affairs. The appropriations would be for such sums as may be necessary to provide veterans medical care, disability compensation, and other earned benefits caused by activities under that authorization. The Secretary of Defense and the Secretary of Veterans Affairs would jointly determine how much is needed. Congress would still need to approve and pass the actual funding.
