Summary
Eliminates cost sharing for in-network mental health and substance use disorder care for pregnant and postpartum people. The bill would require group and individual health plans and Federal Employees Health Benefits Program plans to cover those services without deductibles, copays, or coinsurance from the diagnosis of pregnancy through the 1-year period after the pregnancy, and it would apply under the Public Health Service Act, ERISA, and the Internal Revenue Code. Telehealth services are included.

No in-network copays for perinatal care
If enacted, group and individual health plans would not charge deductibles, copays, or coinsurance for in-network mental health and substance use disorder services. Coverage would run from pregnancy diagnosis through the one-year period after the pregnancy ends. This would apply only when the plan already covers those services and only for in-network providers. Telehealth services would be included. The rule would take effect for plan years beginning two years after enactment.
No perinatal copays for federal plans
If enacted, FEHBP rules would be changed so federal employee health contracts follow the new no-cost-sharing rule for in-network perinatal mental health and substance use care. The change would apply to FEHBP contracts entered into or renewed for contract years beginning two years after enactment. This would reduce out-of-pocket costs for federal employees and their dependents covered under FEHBP when the affected contract year starts.
Easier continuity of care after pregnancy
If enacted, continuity-of-care rules would be expanded to treat certain pregnant and postpartum people as continuing care patients. This includes people getting an ongoing course of treatment while pregnant and postpartum people who received treatment while pregnant and whose last day of pregnancy was within the prior year. That would make it easier to keep the same provider when you change plans.
