Study of Puerto Rico water systems

This bill would require the Secretary of the Army, through the Corps of Engineers, to study Puerto Rico's water and sewer systems. The study would be completed within 180 days after enactment and would consult the Puerto Rico Aqueduct and Sewer Authority and other local and Federal agencies. The report to Congress would describe current conditions and vulnerabilities; list the status of projects authorized under section 219 of the Water Resources Development Act of 1992, including any delays or gaps; describe modernization needs to improve resilience to disasters, droughts, and system failures; and recommend ways to improve Federal and local coordination to speed project delivery. For this requirement, "Secretary" would mean the Secretary of the Army, acting through the Corps of Engineers. The bill would not itself provide project funding and would only produce an assessment and recommendations.
