- Palestinian families and children: It would prohibit using U.S. funds for the detention, interrogation, abuse, or ill treatment of Palestinian children, including torture, physical violence, solitary confinement, denial of access to parents or legal counsel, and confessions obtained by force.
- Palestinian civilians and property in the West Bank: It would bar aid from supporting seizure, appropriation, or destruction of Palestinian property or forcible transfer of civilians in ways that violate international humanitarian law.
- Congressional oversight and defense procurement transparency: The Secretary of State would have to certify by Sept. 30, 2027 and annually that U.S. funds were not used for the banned activities or disclose amounts used. The Government Accountability Office would report annually on offshore procurements in Israel, end-use monitoring, and effects on Israel’s military budget and economy since 1991.

Ban U.S. Aid for Palestinian Abuses
If enacted, this bill would bar any U.S. funds authorized for assistance to the Government of Israel from being obligated or spent to support specified practices. It would prohibit using those funds for detention, interrogation, abuse, or ill treatment of Palestinian children, including torture, physical violence, hooding or sensory deprivation, incommunicado or solitary confinement, administrative or arbitrary detention, denial of access to parents or lawyers, and forced confessions. It would also bar funds used for seizure, appropriation, or destruction of Palestinian property or forcible transfer of civilians in the West Bank. The bill would further bar funds used to deploy or support personnel, training, weapons, equipment, logistics, transportation, or other activities that facilitate unilateral annexation of West Bank territory. The prohibition would apply notwithstanding any other law and would take effect upon enactment.
