New crash reporting and penalties

If enacted, Postal Service employees and any contractors would have to report mail-transport crashes that caused injury or death within three days. The Postmaster General would issue rules within 90 days and make a standard crash-report form. The bill would define reportable crashes as those with a death, an injury needing immediate medical treatment away from the scene, or disabling damage that requires towing. Contractors who miss the deadline could face fines, contract suspension, or termination. If the reporting person was seriously injured, the Postal Service would allow a later deadline under set procedures.

Postal crash data and public reports

If enacted, the Postal Service would keep a continuously updated internal digital database of deaths and injuries from mail-transport crashes. The Postal Service would also publish an annual public report with aggregated statistics, trends, and analysis. The public report could not identify any employee, contractor, or other individual. The goal would be more transparency and oversight of mail-transport safety.
