Would cap tariffs on agricultural inputs at the rates that applied on January 19, 2025. It would apply to imports from countries with normal trade relations and override other laws and emergency tariff authority that would raise duties. The bill defines agricultural inputs to include seeds, fertilizer, crop protection chemicals, livestock feed, fuel and energy, farm machinery and parts, building materials, veterinary supplies, and other supplies and components necessary for farm production.

Cap on tariffs for farm inputs

If enacted, this bill would prevent tariffs or other duties on covered farm inputs from rising above the rate set on January 19, 2025. Covered inputs include seed (for example, corn, soybean, wheat), fertilizer (nitrogen, phosphorus, potash), crop protection chemicals, livestock feed, fuel and energy (diesel, propane, electricity), machinery and replacement parts, building materials, veterinary supplies, and other farm production supplies. The cap would apply only to imports from countries with normal trade relations and would override other tariff authorities, including emergency tariffs. The rule would take effect on enactment.
