Temporary pause on federal-funded local immigration enforcement during the 2026 World Cup. This bill would stop entities that get certain State Homeland Security Grant Program funds from using those funds to take part in 287(g) programs or to carry out civil immigration enforcement during the World Cup window, except in narrowly defined emergencies.

  • Agencies that receive federal funds under section 90005(a)(1)(B) or 90005(a)(1)(C) of Public Law 119-21 may not, except under exigent circumstances, participate in any program under section 287(g) of the Immigration and Nationality Act or carry out civil immigration enforcement during the covered period.
  • "Exigent circumstances" are limited to four situations: imminent risk of death, violence, or physical harm including terrorism; imminent risk to national security; immediate arrest or hot pursuit of someone posing an imminent public-safety risk; or imminent destruction of evidence material to an ongoing criminal case.
  • The covered time period runs from 12:01 a.m. on June 11, 2026 through 11:59 p.m. on July 19, 2026.

Pause civil immigration enforcement during World Cup

This bill would bar certain grant recipients from doing civil immigration enforcement during the World Cup. It would apply to entities that receive Federal funds under section 90005(a)(1)(B) or 90005(a)(1)(C) of the Act to provide for reconciliation in Title II of H. Con. Res. 14 (Public Law 119-21). Those entities would not be able to participate in the 287(g) program or carry out any civil immigration enforcement from 12:01 a.m. on June 11, 2026, through 11:59 p.m. on July 19, 2026. The ban would not apply in exigent circumstances. The bill defines exigent circumstances to include: imminent risk of death, violence, or serious physical harm (including terrorism); imminent risk to national security; immediate arrest or hot pursuit of someone who is an imminent public safety risk; or imminent risk that evidence material to an ongoing criminal case will be destroyed.
