DHS Use of Force Transparency Act of 2026

Summary

unredacted transparency for DHS use‑of‑force incidents would be required by this bill, which directs the Secretary of Homeland Security to provide, within 30 days after enactment, to specified congressional oversight committees all records related to any DHS officer shooting that wounds or kills someone on or after January 20, 2025 and any death in DHS custody on or after that date. Required materials include body‑worn and dashboard camera footage, surveillance and drone video, audio recordings, written reports, communications, policies and training records, photographs, medical and disciplinary files, and any other materials DHS considers relevant, and they must be produced unredacted to the maximum extent permitted by law with a written legal justification for any redactions.

Homeland Security must release force records

This bill would require the Secretary of Homeland Security to provide, within 30 calendar days after enactment, to the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Oversight and Government Reform all DHS documents about certain officer- or agent-involved shootings and any deaths in DHS custody. It would cover shootings and custody deaths that occur on or after January 20, 2025. Required materials would include video and audio recordings, incident and investigative reports, training and policy records, communications, photos and forensic evidence, and disciplinary files. Materials must be produced unredacted to the maximum extent allowed by law, and any redaction would need a written legal citation explaining the reason.
