Ban and registration for .50 rifles

This bill would ban importing, making, selling, transferring, or possessing rifles that can fire .50 caliber ammo in interstate or foreign commerce, unless an exception applies. Government use would be exempt. People who already owned one before enactment could keep it if they register it within 12 months after enactment. Registration would be free and entered in the National Firearms Registration and Transfer Record, and the information could not be used against the registrant for past or same-time crimes. These changes would take effect 12 months after enactment.

Tougher rules for kingpin-linked sales

The bill would bar gun transfers to people the President or Treasury name as major foreign drug traffickers under the Kingpin Act. Background checks would treat these people as prohibited buyers. It would also let civil suits go forward against a maker or seller that sells or tries to sell when they knew or should have known the deal was banned under the Kingpin Act.

Dealers must report multiple rifle sales

If enacted, federal firearms dealers would have to report multiple sales that include rifles, not just pistols and revolvers. This would mean more reporting and recordkeeping for licensed dealers. No new fee is specified in this change.
