National Energy Emergency Declaration
If adopted, this resolution would allege that on January 20, 2025 the President declared a "National Energy Emergency" to evade federal energy laws and change enforcement for producers, distributors, and exporters. The resolution says there was no credible national energy emergency and characterizes the order as altering how energy rules are applied. That change would affect energy markets and could change prices and regulation that many households see on their energy bills.
Emergency Powers and Militarized Policing
If adopted, this resolution would allege the President used emergency and wartime powers to designate some drug cartels and the Venezuelan government as terrorists and to declare a southern border "invasion." It would allege that the President summoned the National Guard and other forces to U.S. cities and used those powers to detain or deport immigrants and to intimidate peaceful protesters. The resolution says these actions change enforcement, sanctions, and policing in ways that harm residents and immigrant communities.
Frozen Grants and Federal Firings
If adopted, this resolution would allege that on January 24, 2025 the President froze or withheld federal grant and loan payments and indiscriminately fired many Federal career staff. It would allege those actions delayed money for grant and loan recipients and weakened oversight by removing career employees and Inspectors General protections. The resolution would also allege related political firings and demotions in DOJ and the FBI that harmed targeted federal employees and lawyers.
Diversion of Venezuelan Oil Funds
If adopted, this resolution would allege the President diverted at least $500,000,000 from proceeds of seized Venezuelan oil to a Qatari bank for U.S. operations in Venezuela. The resolution says that money had not been appropriated by Congress and that the diversion removed funds from ordinary congressional appropriation processes. The alleged action would reduce congressional control over those federal resources.
Mass Pardons for Supporters
If adopted, this resolution would allege that on January 20, 2025 the President pardoned or commuted sentences for more than 1,500 people tied to January 6, 2021 and granted pardons to many donors or supporters convicted of serious crimes. The resolution says those pardons would remove legal penalties for the people who received them. It would also allege a credible risk that pardons could be used to shield allies from future prosecutions.
Attack on Birthright Citizenship
If adopted, this resolution would allege that on January 20, 2025 the President issued an Executive order attempting to strip birthright citizenship from a certain category of children born in the United States. The resolution says this would conflict with the Fourteenth Amendment and Supreme Court precedent. The alleged change would affect the citizenship claims of those children and their families.
