If enacted, the Secretary would name a Principal Quantum Advisor within 180 days. That advisor would coordinate DoD quantum work and outreach with allies and industry. The advisor must review military QIS budgets and certify adequacy by January 31 before the budget year. By March 31 each year, the Secretary must tell Congress which QIS budgets the advisor did not certify and why. The Secretary must also submit a five-year quantum strategy to Congress within one year of enactment. The bill also defines key terms like Five Eyes and quantum information science.
If enacted, DoD must start large-scale prototyping in operational environments for any QIS solution with a technology and manufacturing readiness level of 5 or higher by the end of fiscal year 2025. For solutions at readiness 4 or lower, the advisor must give Congress a five-fiscal-year RDT&E funding plan using budget activities 1–4. The Department would also adopt a standard security strategy for commercial quantum products used by the military.
If enacted, the Defense Secretary would set up a national quantum center in the United States. The center must include military research labs, a National Laboratory, a federally funded or university research center, and quantum companies. The center would prototype QIS tech, help train workers, and speed tech transition to operations. Congress could provide $20 million per year for each year 2025 through 2029 to run it.
If enacted, the Defense Secretary would work within one year to expand quantum study at service academies, ROTC, and other DoD schools. Each military branch would adopt standard procedures to track quantum workforce goals. DoD labs would make an enterprise-wide strategic quantum workforce plan and share goals and metrics.

S1782 — Charlotte Woodward Organ Transplant Discrimination Prevention Act
Ban discrimination in organ transplants based on disability. This bill would bar transplant centers and related providers from denying, limiting, or failing to refer people for organ transplants solely because of a mental or physical disability, and it requires reasonable accommodations and recognition of supported decision-making.

The bill targets design features that boost minor engagement and limits certain research on children to reduce mental-health and harassment risks. - Families and minors: The bill would define a "child" as under 13 and a "minor" as under 17, require verifiable parental consent for known children, and give parents tools to control privacy, purchases, and autoplay for streaming. - Platforms and products: Covered services would face limits on personalized design features, a ban on market research involving children under 13, and public reporting and independent audits of safeguards, including detailed de-identified data on minor usage for platforms with over 10 million monthly U.S. users. - Regulators, schools, and tech oversight: The Federal Trade Commission would enforce the rules with state attorneys general able to act as well, a Kids Online Safety Council of 11 members would advise and report within 1 and 3 years, and a separate title would force notice and opt-outs for "opaque" algorithms and let users switch to input-transparent systems.

Make PBMs more transparent and open Medicare Part D networks to willing pharmacies. This bill would require pharmacy benefit managers and Prescription Drug Plan sponsors to report detailed drug price and payment data and would create rules to let willing and qualifying independent pharmacies join networks.
S3597 — National Quantum Initiative Reauthorization Act of 2026
Would reauthorize and expand the National Quantum Initiative to grow the U.S. quantum industry, workforce, and secure supply chains. It would broaden federal programs at NIST, NSF, and NASA, add research centers and workforce hubs, tighten research-security rules, and push international standards and supply-chain resilience. - Students, teachers, and workers would get new traineeships, fellowships, K–12 programs, internships, and a Quantum Reskilling, Education, and Workforce Hub that must include at least 4 institutions including 2 community colleges. - Researchers, universities, national labs, and small businesses would be eligible for expanded centers and grants, including up to 10 multidisciplinary NSF centers and competitive NIST Quantum Centers with grants capped at $18.0 million per center per year. - Supply chains and national security would get new attention through a two-year Commerce and Energy study, a three-year resilience plan, formal foreign-risk screening rules, and funding prohibitions for Confucius Institutes and specified foreign entities. Would authorize federal funding including up to $85.0 million per year for NIST (FY2026–FY2030), up to $25.0 million per year for NASA, and center grants capped at $18.0 million per center per year, increasing authorized federal expenditures over that period.
S2461 — Promotion and Expansion of Private Employee Ownership Act of 2025
Expands employee ownership by making certain S‑corporation ESOP stock sales fully tax‑deferrable and by creating federal offices to grow and support ESOPs. This bill would remove an existing timing limit on that tax deferral and build a government support system to help companies and workers form ESOPs. - S‑corporation owners and sellers would be able to defer tax on qualifying sales of employer stock to employee stock ownership plans (ESOPs) prospectively, removing the prior December 31, 2027 deadline and repealing a Section 1042(h) constraint for sales after enactment. - Workers and ESOP companies would get clearer access to small business supports because the Small Business Act would treat ESOP participants as directly owning their proportional share for SBA loans, preferences, and programs, effective January 1 of the year after enactment. - Federal support would expand: the Treasury must create an S Corporation Employee Ownership Assistance Office within 90 days to provide outreach and technical help, and the Department of Labor would add an Advocate for Employee Ownership to coordinate outreach, help resolve ESOP disputes, and publish an annual public report.

The bill would require visa and property-blocking sanctions, target major Russian banks, ban U.S. energy exports to Russia, restrict U.S. investments and listings tied to Russia, and force duties of at least 500% on Russian imports.
