Federal law limits override of local rules

If enacted, the bill would leave most state and local animal-fighting laws in place. Federal rules would only override local laws when there is a direct and irreconcilable conflict with this Act or its rules.

New bans and lawsuits for rooster fighting

If enacted, this bill would ban sponsoring or exhibiting animals in animal fighting ventures. It would make attending or causing a person under age 16 to attend illegal and ban gambling on these events. It would define a "rooster" as any male chicken older than six months. You could sue in federal court to stop violations after 60 days' notice to the Secretary and local law enforcement. Courts could fine up to $5,000 per violation and award attorney and expert fees. Authorities could seize real property used or intended for animal fighting. The Attorney General could intervene in suits.
