Study of U.S. critical manufacturing
This bill would require the Secretary of Commerce to study whether the United States can make products for critical infrastructure. The study must cover each of the 16 designated critical infrastructure sectors. It must identify important products now imported because of U.S. manufacturing, material, or supply chain limits. The study would analyze costs and benefits of making those products here, including effects on jobs, worker conditions, and product prices. It must identify which products could feasibly be made in the U.S., and study making them in rural areas, industrial parks, and rural industrial parks. The study would identify federal rules or guidance that may raise costs or block U.S. manufacturing. The study must be finished within 1 year. Within 18 months the Secretary must send an unclassified report to Congress and post it on the Commerce website; a classified annex may be included. The Secretary would not be allowed to force people to provide information for the study.
