New energy threat center for grid security

If enacted, the Department of Energy would create an Energy Threat Analysis Program run by OCSER. The program could set up a physical Energy Threat Analysis Center and other facilities. It would improve threat monitoring, analysis, and public‑private coordination to protect the energy sector. The bill would authorize $50 million to be appropriated for fiscal years 2025 through 2029. The program would expand information sharing with DHS, DOD, DOJ, and intelligence agencies and widen industry participation in the Electricity Information Sharing and Analysis Center. Information voluntarily shared under the program would be exempt from FOIA and similar state or local disclosure laws. The program would be exempt from the Federal Advisory Committee Act and the Secretary could decide whether to give assistance; that decision would not create legal rights. Entities of concern would be barred from participating. The Secretary would report to Congress yearly. The program would end ten years after enactment.
