It will deliver yearly recommendations on long-term care financing, caregiver supports, aging in place, access to palliative and geriatric care, and workforce stability.
- Families and caregivers: The Commission will propose supports such as health benefits, tax credits, and other incentives for adult children caring for parents and recommend financing options to improve affordability for low- and middle-income households.
- Older adults and people with disabilities: It will recommend ways to expand aging in place, widen access to home and community-based services, increase access to palliative care including concurrent care, and better coordinate medical and personal care to help reduce hospitalizations.
- Federal agencies and policymakers: The 12-member body will consult MedPAC, MACPAC, and state and county aging agencies, issue reports annually, and require agencies affected by recommendations to report back within 6 months. The Commission may hold hearings, collect federal information, accept donations, and will terminate 10 years after enactment.

New Commission on Long-Term Care
If enacted, this bill would create a 12-member Commission on Long-Term Care. The President and congressional leaders would appoint the members, and appointments must be made within 90 days after enactment. The President would pick the Chair. Presidential appointees would serve 6-year terms; other appointees would serve 4-year terms. The Commission would meet soon after appointments and must give its first policy recommendations within 1 year, then yearly after that. Agencies would have to respond to recommendations within 6 months. The Commission could get information from federal agencies, accept public gifts, and hire an executive director and staff (pay capped at Executive Schedule level V). The Commission would end 10 years after enactment, and the bill authorizes whatever funding is necessary to run it.
