Connecting Caregivers to Medicare Act of 2025

Sponsored By: Senator Thomas Tillis

Introduced

Summary

Gives designated family caregivers a way to access a Medicare beneficiary's personal health information through the toll-free 1-800-MEDICARE line. This bill would require targeted outreach and education so Medicare beneficiaries know they can authorize a caregiver using a specified CMS caregiver authorization form.

Show full summary
  • Families and caregivers: Would make it easier for authorized family caregivers to get a beneficiary's health information by phone after the beneficiary completes the CMS-10106 caregiver authorization form or a successor form.
  • Medicare beneficiaries: Would receive clear notices and website information about the caregiver access option in ways that are prominent and easy to understand, including languages other than English.
  • Providers and 1-800-MEDICARE operators: Would get guidance and training so operators can give caregivers the right resources and so providers know best practices to prevent fraud.
  • Federal agencies and state programs: Would be asked to coordinate outreach with State Health Insurance Assistance Programs and the Administration for Community Living, and the Office of Inspector General would publish fraud-prevention best practices within 1 year.

Medicare caregiver access and outreach

If enacted, the bill would require HHS to inform people with Medicare Part A or Part B about a new caregiver access option. You would be able to authorize a family caregiver to get your Medicare personal health information by phone at 1-800-MEDICARE. A caregiver would be able to use that number only if you submit the CMS-10106 family caregiver authorization form. HHS would run outreach to beneficiaries, providers, and caregivers; put the form on Medicare.gov and in notices (including Medicare Advantage outreach); train 1-800-MEDICARE operators; offer materials in non-English languages; and coordinate with State health insurance assistance programs. Outreach would explain how to report suspected Medicare fraud and promote fraud-protection best practices. The HHS Office of Inspector General would have to publish fraud-protection best practices and recommendations no later than one year after enactment, and HHS would collect caregiver feedback.
