Expands state options to grow the behavioral health workforce. This bill would require the Secretary of Health and Human Services to issue non‑mandatory guidance to help states use Medicaid and the Children’s Health Insurance Program to train, recruit, and retain mental health and substance use disorder providers, with a focus on rural and underserved areas and on how to use section 1115 waivers and program authorities.
