Ends CARES Act emergency unemployment programs and rescinds unused appropriations. This bill would terminate major pandemic-era unemployment benefits and claw back unobligated CARES Act balances while allowing a narrow, short-term allowance for state administrative costs.

If enacted, this bill would end most pandemic-era federal unemployment payments. Starting 30 days after enactment, it would terminate Pandemic Unemployment Assistance (PUA), repeal key PEUC rules, and stop most FPUC and MEUC emergency increases. The government would also rescind unobligated federal funds that were set aside for those programs, effective 30 days after enactment. States would still be able to receive limited federal payments to cover certain administrative costs during a short transition.

S2121 — SUPPORT for Patients and Communities Reauthorization Act of 2025
Reauthorizes and expands federal prevention, treatment, and recovery programs through 2030. This bill would set specific funding levels and broaden programs for overdose prevention, fetal alcohol spectrum disorder (FASD), workforce support, and 9-8-8 cybersecurity. - Families and children would get a new FASD prevention, intervention, and services program and prenatal/postnatal health funding at about $4.3 million per year. - People at risk of overdose would see expanded overdose-prevention grants that allow wastewater and other surveillance approaches and an increased authorization of about $505.6 million per year, plus grant authority to facilitate legal access to test strips where allowed by law. - Providers, first responders, and recovery workers would gain more training and workforce support, including a $40 million annual loan repayment pool and $57 million per year for first responder training, and the bill would add cybersecurity protections and reporting requirements for the 9-8-8 Lifeline.
S1541 — SHIPS for America Act of 2025
Expand U.S. shipbuilding and maritime capacity for national and economic security. The SHIPS for America Act of 2025 would create a broad statutory framework to grow U.S.-flag fleets, boost domestic shipbuilding and repair, modernize mariner credentials and training, and fund ports, cable repair, and maritime innovation. - Mariners and students would get credential modernization, new scholarships and loan-forgiveness eligibility, and major academy support including about $125.0 million per year for the U.S. Merchant Marine Academy FY2026–FY2035. - U.S. shipyards and builders would gain new financing tools and incentives including a Title XI revolving loan start of $100.0 million and $100.0 million per year for small shipyard assistance FY2026–FY2035. - Commercial shipping, ports, and national security would be reshaped by stronger cargo-preference rules, tariff and tonnage-tax penalties for foreign-of-concern shipyards, and a Strategic Commercial Fleet with targets of at least 10 vessels in year three and 20 vessels per year thereafter. If enacted, it would authorize a Maritime Security Trust Fund capped at $20.0 billion and multiple annual appropriations and program payments through FY2035, increasing federal spending obligations over the next decade.

S1748 — Kids Online Safety Act
Protecting minors online is the core aim of the Kids Online Safety Act, which would make platforms that serve young users adopt a legal duty of care, add parental controls and safeguards, and force more transparency about recommendation algorithms. The bill targets design features that boost minor engagement and limits certain research on children to reduce mental-health and harassment risks. - Families and minors: The bill would define a "child" as under 13 and a "minor" as under 17, require verifiable parental consent for known children, and give parents tools to control privacy, purchases, and autoplay for streaming. - Platforms and products: Covered services would face limits on personalized design features, a ban on market research involving children under 13, and public reporting and independent audits of safeguards, including detailed de-identified data on minor usage for platforms with over 10 million monthly U.S. users. - Regulators, schools, and tech oversight: The Federal Trade Commission would enforce the rules with state attorneys general able to act as well, a Kids Online Safety Council of 11 members would advise and report within 1 and 3 years, and a separate title would force notice and opt-outs for "opaque" algorithms and let users switch to input-transparent systems.
S3752 — SAVE America Act
Would require documentary proof of U.S. citizenship and a tangible photo ID to register and vote in federal elections. It would create a nationwide verification system using DHS SAVE, Social Security Administration checks, and state DMV and other databases and would expand removal rules, private lawsuits, and criminal penalties for registration violations. - Voters and registrants: People seeking to register for federal office would need to present listed documents such as a U.S. passport, REAL ID showing citizenship, naturalization certificate, or certified birth records. Those without documents could use a uniform affidavit under penalty of perjury as an alternative. - State and election agencies: Motor vehicle agencies and voter registration offices would have to collect and verify documentary proof and regularly cross-check SAVE, SSA, and state records. Federal departments would be required to provide verification data on request and, where practicable, within 24 hours to support verification. - Voting process and enforcement: In-person voters would need a tangible photo ID and absentee voters would include an ID copy with requests and ballots. The bill would add a mechanism to remove registrants verified as noncitizens and broaden private rights of action and criminal penalties for assisting improper registration.
S1241 — Sanctioning Russia Act of 2025
Harsh, automatic sanctions and trade penalties would be triggered if Russia refuses to negotiate with Ukraine, violates a peace deal, invades again, or seeks to subvert Ukraine's government. The bill would require visa and property-blocking sanctions, target major Russian banks, ban U.S. energy exports to Russia, restrict U.S. investments and listings tied to Russia, and force duties of at least 500% on Russian imports.
