If enacted, this bill would add a federal procurement pathway just for small businesses owned and controlled by veterans. It would let contracting officers award sole‑source contracts above the simplified acquisition threshold if the firm is a responsible source, the anticipated award price (including options) does not exceed the amounts in section 36(c)(2), and the price is fair and reasonable and offers best value. It would also let agencies restrict competition to veteran‑owned firms when they reasonably expect at least two such firms will submit offers and the award is fair and offers best value. The bill would set a governmentwide goal that at least 5% of prime and subcontract dollars go to veteran‑owned small businesses each fiscal year. It would require eligibility via the SBA central registry (section 36(f)(1)) and expand agency reporting and scorecards to track veteran‑owned awards.
