Summary
Would create a CBP pilot to adopt shelter dogs as support dogs. The Providing Emotional Assistance with Relief and Love (PEARL) Act would require the Department of Homeland Security, through U.S. Customs and Border Protection, to establish the pilot within 60 days and operate it for three years, placing adopted shelter dogs into CBP's Support Canine Program.
