More groups can run veteran rides
This bill would let the VA give transportation grants to more kinds of groups. County veterans service organizations and tribal organizations would become eligible. The bill would also use USDA RUCA codes to define "rural" and "highly rural," which decides which areas qualify for grants. These changes would take effect upon enactment.
Flexible funding and grant caps
This bill would remove the old $3,000,000-per-year statutory limit and let Congress fund the VA transportation program with "such sums as may be necessary." It would also set a per-grant maximum of $60,000. A grant could be increased up to $80,000 if the recipient must buy an ADA-compliant vehicle. These changes would take effect upon enactment.
