- Department of Commerce: Would contract with the National Academy of Public Administration and produce a report within one year that identifies covered offices and bureaus, their programs, statutory authorities, effectiveness, and limitations.
- Congress: The Secretary would submit the report, recommended legislative options, and a written response to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Energy and Commerce within 180 days after the report.
- Manufacturers and workers: Would gain clearer visibility on which Commerce programs provide assistance and innovation support, plus recommendations aimed at better-targeted help.
- Federal coordination: The assessment would identify gaps and duplicative duties and propose steps to improve cross-office and interagency coordination on critical supply chain resilience and manufacturing innovation.
