Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Equal access for military and groups at schools

Beginning July 1, 2026, if a public or charter school lets a college share information with students, it must also let military personnel share the same kind of information. Military representatives can explain education options and financial education benefits for service in the armed forces, National Guard, or reserves. Also, when a qualifying organization asks, the school provides at least one time each school year for the group to share information on school property. The school approves the day and time, during the school day or when most students and families are present. If the school refuses, the organization can file a grievance with the Indiana Department of Education.

New rules for school vendor contracts

Beginning July 1, 2026, vendor contracts with Indiana public or charter schools entered into, amended, or renewed after June 30, 2026 must follow new limits. Contracts cannot include an indemnity clause that makes the school defend, indemnify, or hold the vendor harmless for the vendor’s negligence, intentional acts, or omissions. Contracts cannot pick another state’s law; they are governed only by Indiana law. Contracts also cannot auto-renew; the parties must actively agree to renew.
