Programs register each year with the state and local health departments. A licensed doctor, nurse, or physician assistant oversees the program. Staff train on overdose response and connect people to treatment, including programs with FDA‑approved long‑acting medicines. Programs keep overdose medicine on hand, offer disease testing, and refer people to care. They give one sterile syringe only for each used syringe returned and do not collect personal identifying information. They store and dispose of syringes safely.
The syringe exchange law stays in effect until July 1, 2031. This replaces the earlier end date of July 1, 2026.
You must live in the program’s state-designated region to use a syringe exchange. If the program is in Marion County, you must live in Marion County or a county next to it. You must show valid ID to take part.
Fixed sites cannot be within 1,000 feet of a school, licensed child care, or a building mainly used for worship unless that facility’s operator gives written approval. In those areas, programs may still give overdose medicine, offer referrals and education, and take back used syringes for safe disposal. Programs cannot provide chemical reagents or precursors. The state health department can deny, suspend, or revoke annual registration for site‑rule violations. The city council, county executive, or local health department that approved a program can end its approval. The state health commissioner investigates complaints and may suspend or end approval for rule violations, and must notify the other authorities with this power.
