The law preserves your retirement eligibility and benefit calculation if your job moved from the Department of Public Safety’s Building Codes and Standards to the Office of Community Affairs. You keep the rules that applied before the transfer. This protection applies retroactively to September 24, 2025.
The law adds three standards for plan review and inspections. It adopts ASHRAE 90.1 for energy in non‑low‑rise buildings, an ASTM practice for radon control in new low‑rise homes, and an ICC/MBI 1200 standard for off‑site and modular builds. Town plan reviewers and inspectors use these in approvals. Builders may face design changes and some added costs, while residents get clearer rules and better energy and health protections.
The Office of Community Affairs runs a pilot to help towns share code enforcement. It starts no later than January 1, 2027 and can run up to three years. Towns that join get support and incentives. The Office evaluates results during the pilot, files status reports each January 15, and submits a final report within 60 days after the pilot ends.
The Office of Community Affairs runs continuing education and certification for municipal code enforcement. Training covers municipal procedures, plan review, inspections, enforcement, and industrialized housing, with input from colleges, DEP, and health experts. If no funding is available, the Office must stop those training activities, create a registration program, and publish a list of qualified officers. Within one month of stopping training, the Office must report funding or program change recommendations to lawmakers.
