The law funds April 1–22, 2026 payrolls for state and judiciary employees. It also pays key benefits for the year starting April 1, 2026, including $682.07 million for fringe benefits and $514.42 million for health insurance and the retiree health trust. It covers $116 million for Social Security contributions and $40.5 million for employee benefit funds. Dental, vision, and the voluntary defined contribution plan are funded, and the state pays the commuter mobility tax for employees in the MCTD. Pay for people working in state‑run programs for people with mental illness or developmental disabilities is included.
The state provides $2.283 billion to cover remaining 2025–26 and prior year school aid obligations. This includes aid payable under Education Law section 3609‑d. Funds are available starting April 1, 2026 and may be reallocated by the Budget Director to keep payments flowing.
The law provides $6.49 billion in state funds for Medicaid payments and administration. It also sets a state‑funds cap of $36.10 billion for April 1, 2026–March 31, 2027. If costs are projected to exceed the cap, the state can change reimbursement rates, benefits, eligibility, or program rules and may seek federal waivers. The Health Department must post changes online and give 30 days’ notice to budget chairs, unless a public health emergency requires faster action. Funds can pay municipalities and providers, including when fiscal intermediary systems are not working.
The state sets aside $682.25 million for general state charges and operations in the year starting April 1, 2026. It also provides $44 million to pay non‑payroll bills from April 1–22, 2026. The law funds $10 million for contracts and grants approved before April 1, plus up to $10 million for related capital bills in that window. It funds $20 million for contracts and grants approved after April 1, plus up to $20 million for capital bills in that window. It also sets aside $178,000 to pay valid claims for injuries or property damage caused by state employees.
The law provides $1.2 million to run the EPIC program and reimburse participating pharmacies. It also provides $30.54 million for community health, including $7 million for Indian health and $23.54 million for federal food and nutrition services. These funds pay accrued costs and support services starting April 1, 2026.
The law provides $13 million so the courts can pay non‑payroll bills from April 1–22, 2026. It also provides $11 million so the courts can pay aid owed to local governments from that same period. This helps avoid service disruptions during the budget gap.
Agencies cannot spend these funds until the Budget Director issues a written approval; the Legislature and Judiciary are exempt. After the budget is enacted, the Comptroller moves these temporary charges to regular budget lines. At that point, the temporary appropriations in this act are repealed.
