The state sets aside $1.799 billion to pay executive and legislative payrolls due April 1–May 6, 2026. It also funds $740.485 million for employee fringe benefits, including $514.422 million for health insurance and retiree health and $171 million for Social Security contributions. This keeps pay and benefits flowing during the budget gap.
Starting April 1, 2026, the state adds one-time funding to key programs. It provides $1.15 billion for the Essential Plan, $212.95 million for CHIP, and $1.8 million for EPIC. It also funds $48.582 million for the Center for Community Health, $38.52 million for nutrition services tied to SNAP/WIC, and $10.062 million for Indian health services. Money can pay past-due aid and new aid after enactment.
Beginning April 1, 2026, OPWDD gets $760.608 million for community services. The money can pay local agencies, cover up to 100% of some program deficits, and fund housing help, start-up costs, and adaptive equipment. Direct support staff in OPWDD programs may perform more tasks when trained and supervised by a nurse and following a practitioner’s orders. This helps keep services available in homes and communities.
Beginning April 1, 2026, the state adds $10.41 billion to pay Medicaid claims and administration. At the same time, total state Medicaid spending is capped at $36.0992 billion for April 1, 2026–March 31, 2027. If costs are set to break the cap, state leaders can change payment rates or even cut or pause some Medicaid benefits. They must follow federal law and usually give 30 days’ notice, unless a public health emergency requires faster action.
The state provides $269 million to pay judiciary payrolls due April 1–May 6, 2026. It adds $115.75 million for judiciary employee benefits, such as health insurance, retirement, and Social Security. It also sets aside $36 million for court operating bills and $22 million for judiciary aid to localities from the same period.
Starting April 1, 2026, the state provides $1.215 billion to pay unemployment insurance benefits. The money covers payments under state law and federally authorized programs. Eligible unemployed workers continue to receive checks.
The state provides $216,000 to help homeless veterans with housing and benefits advising. It also provides $385,000 to pay annuities to blind veterans and eligible surviving spouses. Up to $15,000 may cover program administration. These funds start April 1, 2026.
Beginning April 1, 2026, the state adds about $103.9 million for public transit. That includes $42.536 million in extra operating aid and $61.36 million for the trust fund, with $41.065 million for the MTA. Spending must follow a budget-approved financial plan.
The state pays agency bills for April 1–May 6, 2026 with $56 million for non-payroll costs. It also sets aside $10 million for capital contracts approved before April 1 and $20 million for those approved after April 1. No money from this act can be spent until the budget director issues a certificate of approval, except for the legislature and judiciary.
