Short-term funding for New York transit

The law lets the State Comptroller loan money to key transit accounts, including Transit Authorities, Railroad, Non‑MTA Capital, and Public Transportation Systems. The Comptroller can also transfer from the General Fund to the MTA Mobility Tax Trust Account, up to $48.85 million or the unencumbered balance, if the Budget Director requests it. The transfer must happen on or before March 31, 2027. These powers start now and end once the 2026–27 state budget is enacted.
