The state provides about $1.23 billion to pay employee payroll and other personal-service costs for the year starting April 1, 2026. It raises fringe benefit funding to about $683.7 million. It also increases General State Charges to about $691.6 million to cover statewide benefits like health insurance and retirement.
Beginning April 1, 2026, the state funds Medicaid with about $6.49 billion for the year. It supports inpatient hospital care ($97.0 million), nursing homes ($142.7 million), clinics ($56.8 million), pharmacy ($354.7 million), transportation ($47.6 million), dental ($316,000), and care coordination like health homes ($15.1 million). It funds other long‑term care ($679.9 million) and managed care and grants ($622.8 million), plus other non‑institutional needs ($82.4 million). It also funds care at state mental health, disability, and addiction facilities ($384.6 million) and the state/local share for services for people with developmental disabilities ($420.0 million).
The law sets a state Medicaid spending limit of $36.0992 billion from April 1, 2026 to March 31, 2027. The budget director can adjust the cap for things like federal match changes and minimum wage costs. The state checks spending every quarter. If spending would exceed the cap, it can change rates or benefits to stay within the limit, with public posting and 30 days’ notice to lawmakers.
The state increases funding for food assistance to $28.89 million starting April 1, 2026. The money pays past‑due SNAP and WIC aid that has accrued.
For the year starting April 1, 2026, OPWDD community services funding rises to $465.453 million. This helps community programs that serve people with developmental disabilities.
The law keeps state operations paid from April 1 to April 27, 2026. It funds judiciary payrolls ($186 million) and fringe benefits ($62.25 million). It pays state and judiciary vendor bills ($44 million for agencies and $13 million for courts) and $11 million in judiciary aid to localities. It also sets aside $10 million and $20 million for contracts and grants, plus capital bills in that window. The Comptroller can make these payments, but most spending needs a budget director certificate. All interim charges move to the final budget once enacted.
Starting April 1, 2026, the state provides $385,000 for blind veteran annuities. Up to $15,000 may cover program administration. It also funds $162,000 for homeless veterans advising and housing services.
Starting April 1, 2026, EPIC funding rises to $1.8 million from $1.2 million. This helps pay pharmacies and run the program for enrolled seniors.
The state raises Center for Community Health funding to $35.89 million for the year starting April 1, 2026. It also provides $7 million for the Indian Health Program under a plan approved by the health commissioner and budget director.
