$99.5 million for Health Care Authority

The state provides $99,494,450 from the Health Care Enhancement Fund. The money supports the Oklahoma Health Care Authority’s duties for the year ending June 30, 2027. Funds are available starting July 1, 2026. The amount can be reduced if less is needed.

More cash-flow flexibility for state health authority

The Authority can move money into Disbursing Funds 200, 245, 340, and 425 with OMES approval. Total transfers cannot exceed year-to-date monthly allotments from the General Revenue and Health Care Enhancement funds. Money from FY 2027 can move back to FY 2026 to pay 2026 bills, with an equal amount moved forward for 2027. All inter-year transfer requests must be in writing to the OMES Director. The Administrator can ask to exempt new federal awards after July 1, 2026 from state spending and budget limits. The Administrator can, through the OMES Director, ask the Tax Commission to send tax collections to the General Revenue Fund early to ease cash shortages.

New recordkeeping for fund transfers

The Health Care Authority must keep records of every inter-year transfer it makes under this law. This supports oversight of money moved between years and funds.
