Five-minute reflection right for public workers

If you work for a Puerto Rico public agency, you can use up to five (5) minutes at the start of each workday to reflect or meditate. Your agency must set this daily period without interrupting public services. The time cannot be used for religious promotion, partisan politics, or other non–public service aims.

Reflection time is voluntary and work time

Joining the daily five (5) minute reflection is your choice. Your appointing authority cannot force you to lead or take part, and you cannot be penalized for not joining. The reflection period counts as part of your work shift and is treated as time worked for all legal purposes.

Agencies must set reflection protocols

Public agencies must create and follow a protocol to prevent religious or partisan uses of the five (5) minute reflection. They must run the period without disrupting services. Appointing authorities must also issue rules, circulars, and memos to put this law in place.
