Clearer definition of serious illness

The law updates what counts as a "serious illness" in Title 3 §590b. A condition qualifies if it needs ongoing treatment, supervision, or help, and it limits daily activities or needs a caregiver’s active help. This clearer rule guides who can get caregiving protections under that law.

New rules for intoxicating cannabinoid products

Retailers who carry THCA, delta-6, delta-8, delta-10, or other intoxicating cannabinoid products must follow new deadlines. Within 60 days of this law taking effect, you must file an inventory list with the Office of Cannabis Regulation. Within 75 days, you must sell or dispose of all of these products. After 75 days, the Office sets and carries out a plan to dispose of any remaining stock.

Funds to repair Frederiksted cemetery

The law provides $200,000 to Public Works to fix the Frederiksted Public Cemetery wall and gates. The money comes from the St. Croix Capital Improvement Fund for the fiscal year ending September 30, 2026. The money stays available until it is spent.

More funding for local animal care

The law funds local animal care under the Department of Agriculture. It gives $175,000 to the Humane Society STT and $175,000 to the St. Croix Animal Welfare Center. It gives $50,000 each to the St. Thomas and St. Croix spay/neuter programs, $20,000 to the St. John spay/neuter program, $50,000 to the STJ Animal Care Center, and $22,500 each to R.E.A.L. Cats and Ruff Start. It moves these items from an earlier act into the Agriculture budget. This keeps and organizes support for these services.

More staff to speed permits

The law adds $600,000 for Division of Permits staff at the Department of Planning and Natural Resources. The ORG 800 totals rise by $600,000. The general fund subtotal and grand total each rise by $600,000. This helps the agency hire or keep staff and may speed permit reviews for residents and businesses.

Some youth recreation grants removed

The law deletes three small recreation grants. It removes funding lines for Dorcas (St. Thomas and St. Croix) and Junior Dragsters. These programs lose their listed appropriations in the prior act.

Small budget cut and Education reference

The law lowers a listed amount in the prior act from $6,074,209 to $5,509,209. It also adds a reference that names the Department of Education in that clause. This is a small budget and text correction.
