Barre budget rules and safeguards

Beginning May 1, 2025, the City and City School District fiscal year runs July 1 through June 30. The City must buy yearly bonds for the mayor, councilors, police, City Manager, finance director, public works superintendent, tax collector, clerk, and treasurer; the City pays the cost. The City Council can appoint and remove the treasurer and assistant treasurers, who must perform all treasurer duties under state law. After voters approve the annual budgets, the Council, School Board, and City Manager cannot spend more than voters authorized. The law bans deficit spending by the City and its schools.

Barre voting, elections, and vacancies

Beginning May 1, 2025, the annual City meeting is on the first Tuesday in May, unless the Council warns otherwise. Voters elect a mayor and one clerk-treasurer every two years. Special City and School District meetings use Australian ballot for questions; budget votes may follow section 207(d). If voters reject the City Manager’s request, the Mayor or Clerk must call another meeting at the same place and hours. Vacancies in elected city offices (not councilors or school commissioners) are filled by Council appointment until the next annual election.

Old school board rules repealed

Effective May 1, 2025, the law repeals three Barre charter sections about the school district. It removes section 413 (School District), section 516 (powers and duties of the Board of School Commissioners), and section 517 (appointment of the superintendent and principal). These governance rules no longer apply.
