More money for clean water and parks
The law funds clean water and outdoor access. It provides $10,000,000.00 in FY2026 and $10,000,000.00 in FY2027 for pollution control, forest road fixes, farm and land conservation, and VHCB grants. Some VHCB grants do not count toward State grant caps and can meet cost‑share rules. Agencies must check capital eligibility with the State Treasurer. The Agency of Natural Resources gets $5,805,000.00 in FY2026 and $5,319,360.00 in FY2027 for dam safety, parks, access, and Fish and Wildlife work. Rural fire protection gets $125,000.00 in FY2026 and $125,000.00 in FY2027 for dry hydrants.
Bonds and cash to fund projects
The law lets the State sell $100,000,000.00 in new general obligation bonds and issue $6,890,350.00 previously authorized, for a total of $106,890,350.00. It authorizes FY2026 Cash Fund spending for many projects, including $8,000,000.00 for Windsor County Courthouse renovations. It also provides $14,500,000.00 as the State match for federal drinking water and clean water loan funds. One housing infrastructure item needs a State‑municipality grant agreement before money is released. The State may reallocate $6,774,938.48 of prior capital funds, extend encumbrance time from two to three years, and must reuse any federal offsets on prior capital items for future capital projects.
Upgrades to prisons, courts, and field stations
The law improves prisons, courthouses, public safety sites, and armories. It funds $13,025,000.00 for prison HVAC, security, roofs, and sprinklers, and lets the State move unspent roof money between listed project accounts. It provides $4,150,000.00 for land, planning, and design for Rutland and Shaftsbury field stations. Courts get $3,975,910.00 for backup power and security fixes. Armories receive $3,926,338.00 for maintenance, ADA work, and planning. It also repeals a required study on reusing the Chittenden Regional Correctional Facility site.
State buildings and Veterans' Home upgrades
The law funds upkeep and repairs for State buildings. It provides $14,371,680.44 in FY2026 and $15,925,000.00 in FY2027 for major maintenance, stormwater work, and art in State buildings. A project cannot be canceled until two legislative committee chairs are told. It also gives the Vermont Veterans' Home $1,050,000.00 in FY2026 for air handlers and laundry expansion, with flexibility to move unspent money between those two projects. In FY2025, $100,000.00 pays for new State House cafeteria furniture and an X‑ray machine for security.
College and ag campus facility upgrades
The law invests in college and agricultural facilities. Vermont State Colleges get $3,000,000.00 in FY2026 and $5,000,000.00 in FY2027 for construction, repairs, and a new Johnson heating plant, developed with Efficiency Vermont. The University of Vermont gets $1,500,000.00 in FY2026 and $1,500,000.00 in FY2027 for construction and major maintenance. Another $6,500,000.00 funds Vermont Building renovations and heating upgrades serving the Randolph Campus and the Agricultural and Environmental Lab. The State negotiates summer boiler upkeep and may move unspent money among these listed heating projects.
Grants for community and historic sites
The law funds community grants and historic preservation. Building Communities Grants total $2,100,000.00 in FY2026 and $2,100,000.00 in FY2027 for cultural, recreation, human services, education, barns, and regional projects. Money for human services and school facilities is split evenly between them. Historic sites receive $1,146,000.00 in FY2026 and $621,000.00 in FY2027 for upkeep, markers, underwater preserves, and the Bennington Battle Monument. The Vermont Historical Society gets $700,000.00 in FY2026 to fix water damage at the Spaulding Building.
Stronger oversight of capital spending
Agencies with capital spending authority older than two years must file a report by November 15 each year. The report shows current balances, plans for unspent funds, and timelines. The Commissioner now submits a combined report by the third Tuesday of each annual session. Capital budget requests must be the next step in a 10‑year plan and include detailed costs and financing by phase and funding type. The Joint Fiscal Office must deliver a Cash Fund analysis by December 15, 2025.
Local land transfer and flood planning
The State may transfer the Randall Meadow parcel to the Town of Waterbury after subdivision reflects stormwater needs, permits are in place, and a plan aligns the transfer with the current lease. For Capitol Complex flood recovery, the Commissioner must give quarterly planning updates to the Special Committee. The Commissioner must also promptly notify the City of Montpelier and its recovery commission when plans change.
