Rutland homeowners: caps on city taxes
The law caps several city property taxes for Rutland homeowners. The general city rate cannot be more than $0.85 per dollar of your property's listed value; this does not include the school tax. Fire gear is capped at $0.0225; public works, police, and recreation gear at $0.012; and police gear at $0.018 per dollar. The pension fund rate cannot be more than $0.06 per dollar. Voters at a properly warned meeting can approve higher rates.
Caps on penalties for city ordinances
The law limits penalties for breaking a city ordinance. For each violation, the maximum is a $500 fine, up to one year in jail, or both. The Board of Aldermen still sets penalties, but they cannot go over these limits.
Stronger rules for Rutland authority board
The law strengthens rules for the city's Authority board. The board has nine Rutland residents, including the City Treasurer, one alderman member for a one-year term, and seven mayoral appointees approved by the Board. One member must be a city property owner who lives in Rutland County. Terms are three years and are staggered at the start. Each year the board elects a Chair, Treasurer, and Clerk and files the names with the City Clerk. Commissioners and staff must disclose property interests in any project and step aside from those decisions.
Vendors: new city bidding threshold
Rutland now requires formal bids only for purchases above the amount named in the City's Purchasing Policy. The old fixed $3,000 trigger is removed. If you sell to the city, whether a bid is needed now depends on that policy amount.
